The Study On Human Resource Development Problems And Countermeasures To The Returning Migrant Workers In Hunan Province

The fifth plenary session of the party’s 16 put forward the construction of production development,wealth life,polite phenomenon,village neatly,management democracy"of the new socialist countryside goal. The rural human resource is the basis of rural economic development,speeding up the development of rural human resource,is the only way to boost the construction of socialist new countryside.For rural human resource development,it’s unavoidable to involve "migrant workers"such a group with Chinese characteristics.In particular, in recent years have emerged among migrant workers heading back home.Returning migrants workers through the baptism of the urban civilization,formed with traditional farmers has other characteristics,and presents the advantages in human resources.They are pioneer of local economic development and are valuable human resources in the countryside.In this paper,undear the guidance of the socialist new rural construction strategy,it analyzes the current situation of rural migrant workers in Hunan province human resources development and the existing problems.Under the premise that based on the national conditions,according to the Hunan rural human resources development present situation and characteristics of peasant workers’ human resources and in combination with SWTO analysis of migrant workers deeply analysis the advantages and disadvantages of human resources development,etc.On this basis,this paper systematically explores the Hunan returning migrant workers and countermeasures of human resources development in order to achieve the purpose of promoting socialist new rural construction of Hunan.
