As a subsidiary to bureau of quality and technical supervision, an inspection &testing center supplies a variety of inspection & testing services to society. It implements the system of inspection qualification, that is, the reports, though issued by different certificated inspection institutions, have the same legal basis and effects. Now the domestic inspection & testing center is faced with multiple challenges. First, the challenges come from the counterpart domestic inspection organizations. Second, after joining the WTO, we also have to compete with all kinds of joint and foreign-owned inspection organizations pouring in China. Last but not the least, the challenges come from the center itself. With the development of computer technology and production technology, the traditional mode of manual analysis can not meet with the needs of the current situation any longer, since the increasing items and data processing capacity and the accuracy and timeliness of the data require a more efficient substitute. That is instrumental analysis. Therefore, it is imminent to implement information management and marketing strategies so as to enhance the core competitiveness and the quality &efficiency of the domestic inspection & testing mechanism.Based on the elaboration of the Laboratory Information Management System (LIMS) and the analysis of the existing problems of the system, the article describes the background and significances to carry out this research at first. Then it focuses on the analysis of the present situation and problems in business, organization, marketing and other aspects of management of Shangqiu Inspection & Testing Center, and puts forward a planning and design for the information management system demanded by the center. The article creatively introduces to the LIMS the idea of marketing, which is to develop more and more new customers by the means of organizing, managing, using and exchanging the data of the LIMS.
