Microfinance has diversely developed for 18 years in China, each form has a relatively ample theoretical support and experience of remote operation, but the results of application are not satisfactory. The reason is that diversification does not mean a targeted and multi-level credit structure system. Theoretical support and remote operation does not fully take into account the realities of China's rapid urbanization and the structural layout of the system, which produce the problem about micro-credit demand and supply, for example the institutions which require land permits, property titles or other collaterals can not meet farmers' demand, subsidized loans which blindly subsidize to poor farmer can not positively incentive and create profit, profit-driven loans led to capital far away from countries and farmers, these two institutions which are clearly separated led to part of group far away from loans.This paper intends to study the deep structure of the problem, address classified structural defects firstly. Then from the targeted and multi-level perspective of the structure and layout of microfinance, combining with experience during rapid urbanization, multi-level microfinance system and integrated performance indicators system will be restructured to be more appropriate to microfinance development in China. At last, effective policy recommendations are issued. The study results will make the microfinance system coordinated with each part, effective incentives in the institutions, and play a good role on rural finance reform and integration of rural and urban in China. In order to make the paper more realistic, the paper will make use of Delphi expert scoring method to do the empirical study of the redesigned system based on the project of Comprehensive Reform Experimental Zone in Daxing District.
