In the history of Chinese railways, Nanxun Railway has its specificity: it is not neither a private railways, nor a state-owned railway. When Nanxun Railway was a private railways, its inefficient operations and serious corruption brought negative influence. However, when Nanxun Railway became the state-owned railway, its income had a rapid growth and started to pay the huge Japanese Debts. So I believe that policy of state-owned railway fit the actual situation of China. The private railways had no ability to complete the main railways. Most Chinese railways, including Nanxun Railway, had a deep dependence of foreign debts. Nanxun Railway had planned to raise the capital to construct by itself. However, the cruel reality forced Nanxun Railway to break its principles and borrowed huge debts from Japan. Though the debts ,Japan plundered a lot of benefits .But most sovereignty were still in control of the Chinese .We could not simply judge the harm of foreign debts only by the content of bargain. Sometimes, the harm is easy to been enlarge by the sensitive national emotion. The business had been criticized for a long time. However, despite its loss, Nanxun Railway had promoted economic growth around the railway. And, the new economy developing destrict and city pattern had been growed. The traditional customs had been impacted by the opening. Above all, Nanxun Railway had promoted the modernization of Jiangxi Province.
