The Safety Evaluation And Safeguard Measures Research Of Farmland Resources Of City Belt Along Yangtze River In Anhui Province Based On Food Security

As the most important part of land resources, cultivated land is the major carrier and material foundation of food production. With its unique social and political significance, food is the most basic survival essentials for human being both as productive material and living material. Due to the subsequent approaching of population, industrialization and urbanlization sumit, the farmland resources safety showed volatile declining trend while its quantity and quality kept decreasing. Thus, it gradually turns into the bottleneck restriction of food security. Facing with the serious safety situation of cultivated land resources, the research of it has attracted great concern since 1990s. Currently, the major research is on national level and developed areas. Previous study mainly concentrated on central region and food major production areas separately. However, the study of long time temporal features and spatial difference on central region and food major production areas, especially their relationship, is relatively little.City belt along Yangtze river in Anhui province has an obvious geographical advantage. Firstly, it is one of national food major production areas. Secondly, it is an important agricultural products base of"north wine to south". With the construction of continuous industrial transfer demonstration area on national scal, the great chance of social economic development and the increasing need of construction land, the cultivated land resources kept decreasing and the pressure of non-agriculture construction land kept increasing. According to the previous research and the corresponding basic theory, the difference and variation principle of cultivated land and food security level as well as their relationship were studied choosing the twenty years between 1989 and 2008 as research period based on the analytic hierarchy process and regression model prediction. Operational index system of regional cultivated land resources evaluation was established and the countermeasures for realizing cultivated land resources safety was addressed. The results were of vital theoretical significance and practical value to realize the cultivated land resources safety around City belt along Yangtze river in Anhui province, steadily increase food production capacity and insure the regional food security. The thesis is composed of seven parts, including:Chapter One (Introduction), the background and significance of this research is discussed; the current research situation of cultivated land resources safety in domestic and abroad is presented in detail, aiming to study cultivated land resources safety on regional scale and from grain safety insurance view, and the research content and technical process of this paper is addressed.Chapter Two (Basic conception and theoretical foundation research of cultivated land resources safety), the current conception and connation of cultivated land resources and food security is summarized and defined; the corresponding theoretical foundation is explained.Chapter Three (Basic analysis of cultivated land resources safety around Wanjiang city belt), the general situation of Wanjiang city belt research area is introduced, the characteristics of the cultivated land resources quantity and quality changes and the existing problems are analyzed; the continuous industrial transfer strategy around Wanjiang city belt is briefly demonstrated; the qualitative analysis of the relation and impact between regional development and cultivated land resources safety is done.Chapter Four (Safety evaluation of cultivated land resources around Wanjiang city belt), the evaluation technical process is defined; the index system of cultivated land resources safety evaluation is established based on the related basic data between 1989 and 2008 from the three aspects such as quantitative safety, qualitative safety and social security.Chapter Five (Correlation analysis between cultivated land resources and food security around Wanjiang city belt), the correlation analysis between cultivated land resources quantity, quality and total food output, food output per unit is analyzed; the cultivated land resources quantity is predicted based on population, GDP and regional food demand in order to insure the land required for food security is above the bottom line.Chapter Six (Accomplishment method analysis of cultivated land resources safety around Wanjiang city belt), the specific accomplishing method of cultivated land resources safety around Wanjiang city belt is proposed to insure regional food security, based on the evaluation analysis and prediction of quantity bottom line.Chapter Seven (Conclusion), the short part of this thesis is discussed according to the main conclusion of this research.
