The Construction And Development Of Small Towns In Yunnan Study

The urbanization is the trend of human civilization progress and economic and social development and is the only way of the backward agricultural country changing to modern industrial country. Urbanization is beneficial to promote the rural population transfering to the towns, relieve rural employment pressure, drive rural economic development, change the dual economic structure, and promote the sustainable development of regional economy.So almost each country is searching its own urbanization mode. According to the actual situation of Yunnan, adopting the urbanization way "developing small towns" is accord with provincial condition of Yunnan.Yunnan is located in the west of China, which not only has a poor economic base, but also displays low urbanization level, large economy difference of urban and rural development, and significant issues of agriculture, farmer and rural area. Small towns are links and junctions of urban and rural economies, and therefore are the important parts in the planning urban and rural economic. To solve the issues of agriculture, farmer and rural area and improve urbanization level in Yunnan, small towns has irreplaceable advantage. Promoting the construction of small towns actively and then giving full play to its role of radiation and driving is important for the social economic development in Yunnan.But the small towns in Yunnan has a lot of problems such as slow development, small size, planning design lag, construction fund shortage, poor basal establishment and weak economic capabilities and weak ability of radiation and driving.Therefore, how to guide the healthy development of small towns in Yunnan province has become an urgent problem.Therefore, both research methods of integrading theory with practice and combining the quantitative analysis and qualitative analysis are used in the thesis,it analyses the objective necessity of constructing and developing small towns in Yunnan detailedly,then deseribs small town'current situation and available problems on the basis of summary of domestic and international practice and experience, and futher analyses the advantages and disadvantages of the small towns deeply, finally puts forword that small towns should carry out "people oriented, adjusting measures to local conditions, classification construction, partially promote, highlighting the key" development thought and "tourism type, trade type, industrial and mining type, modern agriculture type, border port type "small towns'development model, and should implement specific policy measures of small towns such as scientific planning, rational layout; establishing diversified investment and financing system for infrastructure construction; cultivating characteristic advantage industry; perfecting matching policy, deepening the reform of mechanism and system; improving the intensive level of small towns construction;expanding the capacity of radiation and driving with yunnan social economic development.The purpose of this thesis is trying to put forword strategic conception and relevant policy suggestions for the devolepment of small towns through systematic and deep theoretical analysis and policy discussion, hoping for providing some theoretical guidance and decision-making reference for the construction and development of small towns in Yunnan, and futher improving the development level of small towns to promoting rural economic development and the economic development of Yunnan province.
