Research On The Development Of Urban - Dominated Small Towns Under The Background Of New Urbanization

Urban-rural dual structure has serious impact on social stability and also restricts the social and economic development. The development of small towns under the background of the new urbanization became the main force to promote the urban and rural development and get rid of the dual structure. Under the attention of the party and the state, the country has carried out the construction and development of small towns, but due to the misunderstanding in the perception and practice, there are many problems which brought adverse effect to the development of small towns and hinder the advance of new urbanization strategy. Therefore, to clarify the development strategy of small towns in the background of the new urbanization ideas and explore the scientific development path of small towns has important practical significance.This paper took Xingdian town in Nanjing city as the study object, started from the theory of the new urbanization and urban agriculture-led development of small towns to set up the theoretical framework of the article. This paper researched the small towns’ development status in Xingdian town through field research, including historical evolution, population economic conditions, industry support, and infrastructure status. By using SWOT analysis system, this paper analyzed the strengths, weaknesses, opportunities and threats of urban agriculture-oriented small towns’ development. Based on the theory of urbanization and urban agriculture-led development of small towns, this paper proposed development countermeasures and route of small towns, namely: development of small towns need to integrate into the new urbanization of Nanjing city; promote urban agriculture for sustainable development of small towns in Xingdian town; related systems and support policies of small towns development and then draw the main conclusions of the article, namely: the development of urban agriculture-oriented small towns need to be clearly positioned itself to determine the leading industries and special industries; to develop a unified plan, and to actively undertake the radiation effects of the large city; to give full play to the role of land and funds for the promotion of development of small towns; to optimize the related system design, and hope to solve the problem of urban agriculture-led development of small towns, and provide a useful reference for the healthy development of small towns.
