Human resources development and management has become the decisive factor of competitive ability of business organizations or even a country. As an important component of human resource management, salary management plays an important role in human resource management.Thereby the performance of individuals, departments, and business can be improved, and finally enterprise strategic objectives can be promoted. The important role of payment makes international business community and academia exploring more effective payment management modes continuously, such as total payment management, self-help payment and other new modes which show a strong vitality and become the new trend of payment management. Since the reform and opening up, the domestic business payment reform has made great achievements, but compares with the countries have mature salary management, there are still some gaps, most of which is lacking of fair and reasonable compensation management system, which requires the most critical core issue to be solved: the staff value measurement. For this, a variety of staff value measurement models were put forward by domestic and foreign scholars, but because of the differences in measurement foundation and view, those modles are lack of accuracy and adaptability.After completing an enterprise information management system of personnel development and application and achieving positive results, the thesis was deployed on the basis of potential demand of enterprise's performance management and payment management. Taken domestic and foreign payment design process as examples, the payment management system design cycle of "payment strategy determinationâ†'position analysisâ†'payment strategyâ†'employee value analysisâ†'staff value analysisâ†'payment positioningâ†'payment composition determinationâ†'payment control and adjustment" wad adopted in this thesis. Otherwise, some appropriate measurement methods were introduced into the process cycle:part of the salary survey, the trend analysis model was used to gather a comprehensive system of payment information and payment comparison chart was used to express the salary information more clearly in the payment strategy part; staff value measurement model was used in the employees value analysis part; in payment control and adjustment part, with the introduction of pay balance indicators, the balance case of staff salaries can be more clearly. The employee value measurement model was mainly studied. After comparing several measurement models, the current measurement model with well applicability was selected as the prototype to be improved, the value weight measurement model was proposed to improve and the example calculation was implemented. Finally, with ASP, SQL Server, Dreamweaver and other technical tools, payment management information systems was developed and the informationize of payment management was achieved.
