In the modernized enterprise management, human resources have become the core elements which affect enterprise development and the key point of competition between enterprises. With the rapid development of information technology in China, many enterprises have established flexible and effective management information systems based on the mature computer software and hardware technologies and combining with the scientific personal administration idea and human resources development concept, which effectively improved human resources management level and operating efficiency. Based on strengthening enterprise management information system establishment, it has very important realized significance for building up a set of full-function, multi-level and scientific human resources management information systems with "accurate, timely, standardized, effective and safe" characteristics.The present status of information establishment in manufacturing industry was analyzed against the problems and defects occurred in present human resources management information systems, and at the same time, on the basis of detail investigation and in-depth analysis on management business of personnel department in Anyang Steel, demand model was built through coexistence of system structure of B/S and C/S two modes and combining with existing information resources. It paid more attention to rationalize management process and took advantage of the integration of structural vital cycle method and prototyping method to carry out system analysis and design, and put forward the basic idea for information system establishment and development. The paper introduced system design and implementation in detail from demand analysis, main structure, function design, database design and system implementation etc, analyzed its application effect, gave a set of resolving scheme about the information establishment of human resources management for metallurgical field, which has some application prospect and spread value.
