Producer Services Definition Study

With the advancement of the process of industrialization, the human society is moving toward service economy from industrial economy. Since the international economy has been developing rapidly from the1990s, service economy has developed at the speed of 20% a year, becomes one of the fastest growing areas. Producer service, in particular, becomes increasingly important in the economic structure, even occupy the dominant position. Looking from developed countries'experience, "service industry mostly arrives at three 70% level, namely the service industry output accounted for 70% of the whole output value,70% of the growth of GDP, as well as brought 70% employed population", fully shows that the developed countries have already entered the service economy. On the one hand, from the experience of international development, China should transfer to service economy; on the other hand, China's economic growth mainly depends on the consumption of resources, as energy shortage and environmental pollution problems have become increasingly serious and prominent, we must change our economic development mode, vigorously develop service economy.With the proposal and development of modern service industry, producer service, as the core of modern service industry, become the stress of research. In recent years, China has exerted great effort to the development of producer service, but the study of producer services still remains at the stage of beginning, many basic theoretical questions are still in discussion and controversy, especially the definition of producer service. In most studies, researchers still follow the established international definition criteria, lacking of clear definition standards, and the understanding of producer services have not been unified yet.The precondition for any comparison is the data's statistics criteria should be unanimous; hence, the definition about producer service should be the prime issue. If we research deep problems without clear definition of producer service, the conclusion and achievement we gain would be questioned, even be overthrown.Therefore, reasonable and correct definition on producer service is the foundation of all other studies. On the basis of the importance of the definition on producer service, as well as the lacking of existing theories, this article tries to find out the dynamic definition of producer service through the analysis of input-output tables and picking out producer service statistically. It will be not only beneficial to unify the theory, promote International comparison of the of producer service, but also to the truly understanding of chinese producer service, providing a great practical significance to find the right way to develop producer service.This article will take China and various provinces' service industry as the object of study, use input-output analysis as main research method. Data used is come from Statistical Yearbook and the State Council Development Research Center. It can be divided into five chapters:ChapterⅠ:"Introduction". Chiefly introduces the research background and the meaning of selected topic, research thought and the frame, and so on. The main research method of this paper is input-output analysis.ChapterⅡ:"Service economy and the definition of producer service". Firstly, mainly reviews the theory about develop process of Chinese service economy which divided to three phases:start, in-depth and prosperity.Then, analysis the producer service theory system from following aspects:theory definition, statistics definition, as well as domestic scholar's explored theories in recent years. Point out its merit and the insufficiency of typical definition.ChapterⅢ:"Define producer service with twice-judgment method". This chapter will address the issues raised in the previous chapter for further research, propose the new definition of producer service called twice-judgment method. Introduce its principle (?) process and characteristic.ChapterⅣ:"Analyze Chinese producer service with twice-judgment method ". This chapter will use twice-judgment method to analyze Chinese service industry through three sections:general studies, regional comparison and typical industry analysis.ChapterⅤ:"Conclusion and inspiration on how to develop producer service". This chapter will draw out some conclusion on the development of producer service and give some suggestion about policy-making.The main innovation of this paper is to propose a new definition method of producer service, which called twice-judgment method, and use this method to judge on Chinese overall and regional producer service. There are also some defection, for example, the paper based on 2002 input-output tables, it can not truly reflect the real extent of development of producer services in recent years; the empirical studies is not enough in depth, and policy recommendations need to be more superficial.
