The vast population and limited farmland, with the scarcity of arable land resources,is the basic conditions of China, while the country is in the fast develop period of industrialization and urbanization,there is contradiction between supply and demand of construction land. Therefore, it is necessary to explore a way of economical and intensive land use.The paper summarized the connotation, assessment and realization approach of related theories about economical and intensive land use in china and abroad. Systematically summarized and analyzed the conception of land use, general land use planning, urban and rural land for construction increasing and decreasing planning and so on. The paper summarized the sustainable development theory, the law of diminishing retunes of land and rural land for construction.On the basis of previous researches, the paper perfected the concept of economical land use and intensive land use,as well as the differences between them. After systematically summarizing the connotation of the economical and intensive use of urban and rural land for construction, the paper amplified respectively the concepts of rural land use and industrial land use economical and intensive, hoping to recognize the differences between them.On the premise of referencing previous literature data, the paper gave a briefly analysis on the differences about the two kinds of evaluation. The paper selected rural residential area and industrial land (development area) to evaluate, and constructed their evaluation model of economical and intensive land use, according to《The regulations of development area land intensively utilizing appraise (try out)》requirements.Because of the differences of seeking benefits and systems of land use, the selection principle of evaluation index, index system and index weight were different. The paper builded evaluations respectively, according to the differences of the features of land use as well as the objective, on the purpose of obtaining the most objective and the most realistic evaluation result.This paper took Linzi District as the research object. After analyzing the present situation of Linzi District rural residential area, selected input level, land use degree, layout compact degree, output of rural residential area as rule hierarchy. After data processing, determined index weight using Delphi Method, and obtained the status of economical and intensive rural use during 2002 to 2006. The paper selected Shandong Linzi economic development zone as evaluation object. Under the requirement of《The regulations of development area land intensively utilizing appraise (try out)》which was promulgated by ministry of land and resources, first, analyzed the present situation of development area; second, selected land use status, area benefits, management performance as evaluation objective. After determining the index weight using the Delphi Method, the paper obtained the evaluation result, at the same time, analyzed the result systematically. At last, explained the measures that promoted economical and intensive use of urban and rural land for construction in Linzi District.According to our present situation of Linzi District urban and rural land for construction, the paper improved the measures that the previous proposed on the purpose of promoting economical and intensive use of land. Described the measures of city, designated town, rural residential, industrial and mining respectively, on the purpose of playing a guiding role to the land use, and the point maybe innovative Points of the thesis.
