Study On Conservation Problems And Countermeasures Of Economical And Intensive Land Utilization In Wuqing District Of Tianjin

Land, as the foundation of the human existence and social development, is theessential productive materials of area construction and development. The utilizationlevel of land has direct influence on the regional social/economic and environmentalbenefits. Recently, with the accelerating process of urbanization in China, therequirement for development land is increasing. However, extensive land utilizationhappens in lots of cities as while China has a big population and little land. Therefore,in order to easy the contradiction of land supply and demand and develop recycleeconomy, and construct economical society, to achieve sustainable urban development,the essential way is “Cherish every inch of land, use land economically andintensively”.On the basis of studying the literature published at home and abroad about theeconomical and intensive land, through deeply understanding about the concept of theeconomical and intensive land, and investigate about the domestic and foreignresearch progress of intensive land utilization, from the theory and practice, thisarticle analyses the problems of land utilization in Wuqing District, and also analysesabout the feasibility of tapping the potential. In the end, this article devotes to find aspecific way to enforce the economical and intensive land utilization. This paperdraws the following conclusion:(1) The basis of achieving the aim about the intensive land using in WuqingDistrict are the scientific and rational planning, and optimize the space layout.Through controlling about the volume ratio of the land and building density and so on,the government can adjust the relation between the natural land area and the cityeconomic development and environment. Land’s functional layout should be plannedaccording to the city development trend. At the same time, the government shouldprompt the industries to use the land in one planned place, and encourage thehabitants live in the town, so they can optimize the space arrangement, and keep thecity developing orderly.(2) The fundamental way to accelerate the land intensive is to make the marketmechanism perfect and to make the land can be exchanged. Creating the order andreasonable market price system, and making full use of the function of marketarrangement to allocate the land utilization are very important. In order to improve theproductive efficient and economic benefits of the land, we should insist the principle of compensation for the use of land, advance the land using tax appropriately, promptthe land circulation, encourage the “two rights separation”, and support kinds ofprofessional enterprises and cooperatives and so on, and expand the production scaleappropriately. Basing on the aim to economically using the land, we should take suchmeasures mentioned as cultivating the second level of land market, perfecting therelevant policies and regulations, regulating functions of the government in the secondlevel market, making reasonable time for land transferring, and strengthening thecontrol about the idle land.(3) The key points of realizing economical and intensive land utilization includeabout two aspects: optimizing land zones and making policies different according todifferent objects. According to the present land situation, historical development andsuitable conditions for land utilization, government can make land zones optimized,make policies different, regulate and control kinds of land with specific purposes, andformulate corresponding intensive strategies. Managers also should adjust theindustrial structure, boost the transformation of agriculture, put more power todevelop the efficient agriculture and tourism agriculture at the same time, andstrengthen the brand advantage. Government would try best to make use ofadvantages of industrial parks, improve their contents of science and technology, andsearch for the inner growth models. And it also should push ahead with “Zero land forbusiness”, which means that the government does not apply new land for new projects,but make full use of the land has not been fully utilized. In the progress ofconstruction of the new town, they can accelerate the urbanized process, at lastconstruct the pattern that makes the town and rural area as one part to develop.(4) The effective protections to achieving the aim of economical and intensiveland using are to make supervision regulation strictly and build long-term mechanism.Making use of two methods: regulation and market, we can improve the effects ofland intensive using. Making regulation perfect and making supervision systemstrictly, increasing punishment level for violators, can build a favorable environment.In the progress of supervision, government should establish collaborative linkagebetween departments, and create verification mechanism of the whole process of landutilization, at last form the long-term mechanism.This article researches about the theories of land intensive utilization around theworld, and about the relevant practice strategies which have been used in WuqingDistrict. Aiming at the problems existed in the reality, this article also analyses the macro and micro ways to deal these problems. So this article has certain value towardguiding this district or other districts alike in practice.
