Land intensive and economical use of land resources is an important means to promote sustainable development, and it is an important way for the optimal allocation of land resources, and it is an important way to promote efficiency and maximize output efficiency of land use and to achieve the social, economic and ecological benefits consistent with land resources. With the acceleration of new urbanization and industrialization process, resulting in China’s vast land resources are extensive and inefficient use, which has become an important reason for restricting the coordinated development of urban and rural areas of our country. To enhance the conservation of rural construction land intensive utilization level is an important starting point to break the urban and rural land use conflicts and is an important way to promote the new urbanization, industrialization and the construction process, but also to build a resource-saving and environment important part of the friendly society. This article takes10towns of Chongqing Jiulongpo district for example, and bases on rural construction land intensive use evaluation of the study area, using the relevant theory of diagnosis of obstacles to design a deviation values obstacles suitable diagnostic model, and using the model to identify and analysis the evaluation indicators, and construct the evaluation system based on the PDCA cycle model,and then put forward the control measures for improving and eliminating the obstacle factors on this basis. The main contents and conclusions are as follows:(1) Based on the theory of domestic and foreign research of rural construction land saving and intensive use, described the scientific connotation of rural construction land saving and intensive use, and summarized the main forms and ways to conservation and intensive utilization rural construction land.(2) Learning from the economical use of land intensive theory and research methods, take10towns of Chongqing Jiulongpo district as the study area, from land use intensity, land use structure, and social and economic benefits of land into four aspects, and select16representative evaluation indicators to constructed rural construction land intensive and economical use evaluation system for the study area. Meanwhile, use the principal component analysis to calculate the weight of evaluation indicators, and use the multi-factor comprehensive evaluation model to evaluate the economical use for rural construction land intensive study area. On the basis of the evaluation, use the SPSS18.0software to classify the result of evaluation and divide10township into3types; it is intensive, suitable and extensive.(3)Based on the evaluation of the rural construction land intensive use of Jiulongpo district, by researching the review of the diagnosis of obstacles, introduced the concept of" deviation indicators " and "best fit value", and improve the model of obstacles diagnosis, and scientific identify the evaluation factors and in-depth analysis the quantitative impact of the criterion layer and index layer’s indicators which as the barrier factors, under the different level and different township size, statistics the obstacles indicators how to influence the intensive land use.(4)Bring in the PDCA cycle model which is a quality management theory of the United States, and construct barriers factor management system, to scientific and effective manage and improve the obstacle diagnosis factor after analysis.(5) The10township of Jiulongpo district is divided into three areas; that is land structure adjustment area, land economic improve area, and comprehensive development adjustment area, according to the township development planning and land policy, put forward the relevant control countermeasure from the aspect of the land policy improvement and the inputs and outputs of land.
