The Research About The Economical And Intensive Utilization Of Rural Land In Nanping Yanping District

The rural land is the basis of survival and development for farmers, and also is the most basic means of production for agricultural industry. With the accelerated development of the urbanization and the new rural construction in our country, there is an increasing need for lands. The irreproducibility and scarcity of the land source further aggravates the imbalance between supply and demand of the rural land source. The economical and intensive utilization of the rural land source can change the land utilization type and can ease the contradiction between the rapid development of urbanization and the shortage of land source, and also is the inevitable requirement of the construction of a resource-saving and eco-friendly society. Taking Nanping Yanping District as an example, in the basis of the land change survey and the statistic data of rural economic development in Yanping district in recent years, this study analyzes the condition of the economical and intensive utilization of the Yanping rural land. The results are as follows:1. We investigated the condition of the rural land use change and the structure distribution of19counties and villages in Yanping district from2008to2012and evaluated the existing problems in the rural land use from them.2. According to the connotation of the economical and intensive land use in the rural land and the principle of the evaluation index selection, we build the evaluation index system of the rural intensive land use from four aspects:the degree of land use、the investment level of land、the efficiency of land use、the sustainability of land use.3. The dynamic evaluation on the economical and intensive utilization of the rural land in Yanping district demonstrates that the level of the economical and intensive utilization of the rural land in Yanping district is in a state of a slow rise. Current situations evaluation in each counties and villages indicate that the overall level of it is not high. The index of the land-use planning can be divided into three levels:among them, the economical and intensive utilization indexes of Huangdun County, Shuinan County, and Xiadao County are the highest. 4. We analyzed the potential of rural land saving and intensive use in Yanping district. The results show that through rural land reclamation the potential of the rural land utilization can be excavated. First, organizing current arable lands that is excavating potential from inside; Second, developing high-quality farmland and excavating yield-increasing potential; Third, remolding vacant lands in villages, moving and integrating spots、building central villages and excavating rural residential land.5. Aiming at the existing inefficient problems in the use of the rural land in Yanping district, we propose the following strategies to improve the level of the economical and intensive use of land. First, doing propaganda work well, improving the awareness of the economical and intensive land use. Second, carrying out the saving-type rural land reclamation, increasing arable lands, improving the quality of cultivated land. Third, boosting agricultural moderate-scale management and developing intensive and modern agriculture. Forth, planning rural residential land scientifically, examining and approving house site strictly. Fifth, multi-sectors should enforce the law together and reinforce the supervision and management of residential construction.
