A Study On Status And Countermeasure Of Sugarcane Seed Industry

China is the third-largest sugar production and sugar consumer country in the world。The proportion of canesugar in sugar production was more than90%in recent years. There is an important relationship between sugarcane production and the variety of sugarcane, so the sugarcane seedcane industry is very important for the development of sugarcane industry. So, this paper is embarks from an overview of the seed industry and according to the development trends, characteristics and future development trend of world’s seed industry to research the development and the problems of sugarcane seedcane industry in China. During the research, the author investigated the development strategy of the leading company some companies to analyses the sugarcane seed subsidy in China. Visited and talked with some staffs related to this industry to collect data about the sugarcane seedcane industry, and comprehended the current situation of the subsidy for good varieties. The each side opinions about the seed cane subsidy policy were investigated also.The result of investigation showed that the degeneration problem on the variety of sugarcane was serious, and the new varieties of sugarcane were hard to spread, for the reasons as following. Firstly, the price of the sugarcane seedcane of new variety was more expensive than that of the leading variety; Secondly, farmers can’t realized the advantages of the new variety; Thirdly, breeding sugarcane variety, the cost is very high, the period is long and full of risk, so lack of motivation to breeding. The preservation of sugarcane germ plasm resources in China is good, but the improvement and update of the sugarcane variety was slowly. The virus-free technology was in the popularization stage. Warm water Virus-free and tissue culture Virus-free have different adaptability in different regions. There were some problems in sugarcane industry now, such as the quantity problem, the variety problem and so on. In terms of the management of seed industry, it has formed a pattern that the scientific research institution breeded sugarcane variety and the seedcane company operated the industry, but the existence of false, chaos and miscellaneous seedcane make the market a little out of order. The situation of protection of sugarcane variety rights in main product country was investigated, and the situation of the application and working of plant variety protection (PVP) for sugarcane and perspective of PVP were presented also. Because of the high seedcane demand per hectare, proposal of increasing the standard of the subsidy and colleting more money to cultivate the applic ation of new variety of sugarcane was given. The benefit and disadvantage of each subsidy way was analysis respectively; In order to accelerate the variet y extension and technological progress, several proposals for variety subsidy was given, such as set entry threshold for variety and enterprise, decided sub sidy variety by all parties, invited tenders for enterprise to propagate seedcane, giving subsidy to propagating enterprise and enterprise bargain the fee with breeding institution. Enterprise supply peasant seedcane with the benefit tender ed price, regulated the variety market by strengthening the supervision and de tecting the variety quality to ensure the peasant got the benefit really.After the investigation of a company named GuangXi Green, we can find the advantages and disadvantages about this company, and it should adopt the strategy of combining growth strategy and diversification strategy to enhance company’s competitiveness in the market and additional torsion type strategy and defensive strategy at the same time to enhance the competition ability in the market.Finally, based on the research to present a conclusion that there were some problems in the sugarcane seedcane industry in China, such as germ plasm resources problem, the ability of breeding, the funding problem, the supervise problem, and the human resource problem. In order to improve the sustainable development of sugarcane seed cane industry in China, the author proposed that we should strength the application of new variety of sugarcane, support to build the breeding basing, and cultivate the company which is up to the standard, make use of the seed subsidy to develop the seed cane industry. Propagation and extension of virus-free should be as most important work in sugarcane seed cane industry. Supporting and raising the sugarcane seedcane company to have the ability of breeding, propagation and extension, strengthen the seedcane management in market and apply for the PVP to protect the profit of inventors.
