Based On The Fuzzy Matter-element Analysis Emergency Logistics Capability Evaluation Research

Around the world in recent years, natural disasters occur frequently, and our country is the country which has high frequency natural disasters, each year these disasters not only bring huge losses to our production and life, but also they pose a major threat to human survival. In 2008, the Southern ice disaster and Wenchuan earthquake has caused more than 10 million loss of life. Sudden natural disasters caused such a huge economic losses and casualties, so that it requires a lot of emergency supplies to handle the wounded healed, health and epidemic prevention, post-disaster reconstruction work. The problem is how effective allocate the social resources available, and so as to ease the crisis caused from unexpected events and reduce its losses to a minimum extent, become the focus of attention.Emergency logistics is to satisfy the emergency logistics requirements, which is caused by unexpected events, and it is non-normal goods flow that will organize the goods from supplier to receiving. To the maximum reduce the impacts caused by unexpected events, we must improve the level of emergency logistics management, and establish a complete emergency logistics system.Based on emergency logistics capability as the research object, this article analysis the concept of emergency capability, characteristics, and classification, and it combines with the elements of the emergency logistics capability, analysis the influence of various factors emergency logistics capability. After these work, this article establishes the emergency logistics capability evaluation index system, it comprehensive evaluates the emergency logistics capability by the AHP and fuzzy matter-element analysis, finds out the problems existing in the emergency logistics, and finally proposes measures to improve emergency response logistics capabilities. The purpose for evaluation of emergency logistics capabilities is for our government, especially in economically developed and densely populated cities, it will provide the basis when we develop unexpected events emergency work, and through the evaluation we will find out its work in emergency management more satisfied and areas in need of improvement, for local emergency management agencies to provide the basis to carry out the work.
