Analysis And Design In Comparative Advantage Evaluation System Of Henan's Food Production

Agriculture, which is the foundation of the national economy industry, plays a very important position in the country's economic development. Henan has the biggest proportion in the whole country's population, agriculture and grain production, plays an important role in the 13 mainly grain produced provinces and in protecting the national grain security. In June 2008, based on the actual and considering overall in Henan province, Henan provincial committee and government makes a rapid reaction, which puts forward an important decision on strengthening the construction of grain production core area and improving grain production capacity of Henan province to 650 billion kilograms, grain production capacity of 150 billion kilograms of the net by 2020.Therefore, how to effectively improve Henan grain production capacity and rational planning province grain production layout becomes hot research topic.This paper researches on the comparative advantages of the 18 cities'major three crop production in Henan province, using comparative advantage index calculation method as the system model, follow the RIA technology and designs the region comparative advantage evaluation system in Henan's food production. The system contains data integration framework with four layers: the system application layer, the interface layer, the XML middleware layer and the database layer. The system can be divided into those parts in logical: the interface, the controller, the business logical and the data. The system provides functions in personal information, historical view, data import, index is calculated, index ranking and classified analysis, graphical display module and the system helps.At the end of this paper, the data of Henan province's three major grain crops -- rice, wheat and corn production in 2006-2008 are used as experimental data to work through over the region comparative advantage evaluation system in Henan's food production. Results show that there exist differences of comparative advantage in Henan's major three grain crops in different degrees. Rice has more disadvantaged areas, which has advantaged areas contains Xinyang, Puyang and Xinxiang. The number of the advantaged wheat areas is the same as the disadvantaged wheat areas. Shangqiu, Zhoukou, Xinxiang, Zhumadian, Kaifeng, Anyang, Hebi, Puyang and Nanyang have the comparative advantage. Corn has more advantaged areas, with disadvantage in Kaifeng, Puyang, Xinyang, Zhoukou and Nanyang. During the construction of national grain core of Henan province, what is needed is to make full use of the advantage and weaken the disadvantage of the three major grain crops by using the policy tools, provide the scientific guiding for food producers, and finally improve the food production through making the structure of the whole province's food production optimal.
