The process of economic development has regularity of Three Industries. What is "The Evolution of Three Industry"? In my opinion, it is the process that leading industry in the economic development upgrades and changes in the sectors of Three Industries. Showing of historical experience, industry evolution is not isolated, but interrelated and mutually reinforcing. In the different stages of economic development, the leading industry is different. But the full development of each basic sector has given birth to the development of other sectors. Meanwhile each sector development is basic on industrial Interrelation. Industry developed from the "one, two, three" to "two, three, one", finally to "three, two, one".The general view is that economic development will promote employment growth. An important aspect of economic development is the evolution of industrial structure. Changes in the leading industries make the labor force flow among the sectors. And this flow accords with a rule, that is, "Petty-Clark" theorems describes, Three Industries not only in relative yield changes, more importantly, labor force changes in the employment pattern.The above rules are mostly basic on mass of economic development experience of developed countries. And economic development in China, on the whole is to follow such a rule. However, in practice, there are some new problems. For example, when Industry was in the leading stage, labor did not move out a lot from the traditional agricultural sectors to the industrial sectors; the process of urbanization was not accompanied by a corresponding transfer of agricultural population and so on. This phenomenon caused by both sides. A reasonable factor is that the absolute agricultural population is quite large. And an irrational factor is that in China's economic development process, the government focused on quantity rather than quality. This requires that we learn the development experience of developed countries and consider the actual situation in China. We should increase employment by promoting the optimization of Three Industries and improving the quality of labor to ensure sound and rapid economic growth.
