"Three ethnic minorities" are the main minorities in Inner Mongolia. Since the establishment of the autonomous region, the nation and ethnic minority areas based on national characteristics and level of local development to formulate some national policies which promote ethnic moniority areas’solidarity and the development of local education, health, housing, employment and social security. Implementation of the policies has some effects, but also promoting the rapid development of economy in ethnic regions. After the implementation of the policies, the level of development of employment, human capital as well as industrial structure in "three ethnic minorities" areas have changed greatly, and influenced each other. Therefore, we understand the evolution of human capital,employment structure, industrial structure and the interaction between each other is very important. It is great significant that the effective integration of human capital and physical capital, promotion of employment structure and industrial structure rationalization, levels of economic growth stable and sustainable. In this paper, we put the human capital,employment structure and industrial structure as the research object of Inner Mongolia "three ethnic minorities" areas in1993-2012. On the basis of theoretical overview,we using the methods of theoretical analysis, comparative analysis and quantitative analysis to calculalte and analyse the evolution of human capital, employment structure and industrial structure. Using VAR model to disucuss and research the dynamic relationship between the three variables. The results showed:(1)MoQi:The increasing of labors in secondary industry and tertiary industry promoted the development of the industrial structure. The increasing of labors of primary industry restrained the upgrading of industrial structure. The inhibition is relatively higher than promotion, so the level of industrial structure is low.The long-term accumulation of human capital can promote the industrial structure, but the role of small. It has a greater impact on upgrading the industrial structure to improving the level of human capital and increasing the labors of primary industry, seondary industry and tertiary industry.(2)ELunChunQi:The increasing of labors in secondary industry and tertiary industry promoted the development of the industrial structure,especially the secondary industry. The increasing of labors of primary industry restrained the upgrading of industrial structure. The long-term accumulation of human capital can promote the industrial structure.Raising the level of human capital can contribute to the increasing labors of secondary industry, the opposite is also.(3)EWenKeQi:The increasing of labors in primary,secondary and tertiary industry promoted the development of the industrial structure,in which promote maximumly is secondary industial labors, followed by the tertiary sector’s. Therefore the level of industrial structure is higher relative to the other two regions. Although the higher levels of human capital in the region, the impact of human capital on the level of industrial structure is small. Raising the level of human capital can contribute to the increasing labors of secondary industry, the opposite is also. Finally aiming at the problems reflected by the above results, we put forward to some policy suggestions which improve the human capital quality, adjust the structure of employment and optimize the industrial structure.
