Data Mining Research Basedo On Governmnet Procurement Funds

With the government procurement scale increased year by year, and the procurement range expanded, and information construction gradually improved, in government procurement management system accumulated a lot of valuable data ,but not be found the value temporarily. The data not only occupied a large amount of storage space, but also not been used effectively, or the data which realized the value are relatively less. The data in government procurement management system change from time to time, and the government purchasing management system of some area is not consistent with the provincial system, how to get the government purchasing data of the area? Besides,how to make use of the large number of government procurement data and get valuable information.With the data warehouse and data mining technique appears, make the "data explosion but lack of knowledge" solved. Data warehouse technology can extract historical data form different government procurement management system, transition and loading of the data, and integrate government purchasing data warehouse. The data of data warehouse is not affected by the business system, and is relatively stable. The data mining technology analysis the data of government purchasing data warehouse, and extract valuable information, and provide effective basis for government procurement management department of supervision and administration.First of all, this paper introduces the main method, related technology and tools of data warehouse and data mining. Secondly, combined with the requirements of the analysis of the government procurement, build the government purchasing data warehouse. And then based on the government procurement data warehouse, create the government procurement data mart, and choose data mining algorithm, and design data mining model. Finally, analyze the government procurement, and put forward policy recommendations based on the mining results. The paper research the application of clustering algorithm, scheduling algorithm, association rules algorithm, the decision tree algorithm in government procurement. This paper mainly results are the following five aspects: First, designed the data warehouse which integrated government procurement funds information. Through extracting and transiting and loading the government purchasing business system information, provides effective data to support the data mining analysis.Second, adopting clustering algorithm to classify the similar characteristics of the attributes from government purchasing application, in order to find out the regular pattern during purchasing catalogue, commodity property (energy saving, water saving, environmental protection, and other attributes), purchasing funds, to judge whether the government procurement play a guiding role of finance expenditure and provide data basis.Third, through the decision tree algorithm to establish certain classification rules model, and to provide effective basis and technical support for issuing the government procurement organization form or procurement methods or purchasing agency reasonably, and to standard the management of government procurement.Fourth, according to government procurement data, predict the government purchasing scale through the temporal algorithm. With time as the main line, analyze the scale from many angles, such as purchasing units, purchasing catalogue, purchase mode. It is helpful for the government procurement capital spending management of next year. At the same time, it also can arrange government procurement budget subtly.Fifth, According to government procurement information which related with suppliers, find the relationship between suppliers and other purchasing participants through the association rules, for government procurement anti-corruption, hit commercial bribery provides important basis.With the data warehouse and data mining technology continues to mature and the widespread application, they lay the foundation for government procurement data warehouse created and data mining analysis. In this article, the Microsoft SQL Server 2008 is the tool of government purchasing data warehouse and data mining analysis.Based on the data warehouse and data mining technology, this paper analysis and study the government purchasing funds, for the government procurement data mining analysis do some exploration.
