With the acceleration of urbanization and the effect of market regulation, a large number of rural labor are flowing to the city. Compared with the first generational Migrant workers, the youth after 1980 have been hugely different in the quality of the works, personality and so on. The youth have become the main labor of the economic development. The youth, burn and growing after the Reform and opening-up policy, are deeply influenced by the success of their father generation who have changed their lives through those hard work in the cities. Although they live in the countryside, but so keen their desires for the metropolitan lives, they flow into the cities to pursue their dreams. But, it is not easy to make true. Due to the absence and mistake of the national policy design and implementation, the citizen identification change lags seriously behind the transform of labor identification. However, it is the inevitable trend and result of modernization and industrialization that the rural adolescents transform into citizens and melt into the cities. So I will research the barriers and the reason of the difficulty in the process, and suggest some constructive advice to the government, in order to establish an equal and harmonious society and realize economic development well and quickly.
