In recent years, the development of economy and the prosperity of sports industry promote the development of the sports lottery. The sport lottery plays an important role in the lottery industry. The sports lottery is at the stage of development in china, but the sports lottery market sales in Jang Su province take in the front row. From 2006 to 2009 Jang Su province sales keep first in china. But in Jang Su province, there is a significant difference between south of Jang Su and north of Jang Su.Article makes use of a cultural heritage data method, questionnaire survey, mathematical statistics method and logic method etc. From the perspective of sociology and Microeconomics to compare the factors which impact the south and north sports lottery sales. The aim is to analyze the difference between south of Jang Su and north of Jang Su.The results are as follows:1 There is a clear difference in the total sales between southern and northern of Jang Su province. The total sales of the arrangement of three and seven-digit are also difference between northern and southern.2 There are eight factors which impact the sales of sports lottery. Such as the buyer's capability, the buyer's dealing, the buyer's psychological, marketing, management, the credit of sports lottery, the price of sports lottery, the atmosphere of buying.3 There are 13 indexes have significant difference between south and north Jang Su. The are the buyers income, the time the buyers have been bought lottery, the frequency of buying lottery, the approve of the sit lottery station ,the effective from other buyers, the frequency of communication between buyers, the effect from the media, the approve of the service, be fond of sports lottery, the approve of sports lottery, the quality of managers, the reason of the buyers buy the same lottery. the motivation of buyers.Some index in the factors which impact the sales of sports lottery such as economic, Lottery atmosphere, buyers, marketing, management, are different between southern and northern.4 Development strategies to develop new varieties to meet the needs of different income levels Lottery. To improve the buyers in consumer awareness, guiding to establish a correct concept of consuming. Increasing publicity and create a harmonious atmosphere for consuming. To enhance training sales team, improve service quality. Strengthening the construction of management team. To improve the credibility of sports lottery.
