An Empirical Study On Coordinated Development Of Regional Equalization Of Basic Public Services

The equalization of basic public service is an intuition angement in order to enlarge the coverage of Public finance and make all the people get the benefits of reform,actually its essence is that government has the responsibility for the subsistenee and development of all the people. And how to promote the equalization of basic public services,Which not only attracts the central and local governments great attentions ,and also intrigues widespread concern in the academia. Equalization of basic public services is the key in the new stage of urban regional development,and also is the inevitable choice to accelerata rural reform and development,and build a harmonious society,so the study on equalization of basic public services has great meanings.This sort combs the concepts and theories about equalization of basic public services, bases on the process implementing basic public services of Zhejiang, ,uses basic public services of Zhejiang Province unbalanced as starting point for the study, in-depth analysises the regional development and the reasons for the basic public services imbalance of the equalization of basic public services in Zhejiang Province.Then , by the integrated evaluation method , measures basic public services equalization index in the coordinated development of regional in Zhejiang Province , and for equalization of basic public services in the coordinated development of regional, makes respectively the time evolution of the analysis, spatial analysis of the evolution and regional differences in analysis; On this basis, passing econometric models, in-depth analysises the relationship between regional basic public services of Zhejiang Province with financial capacity equalization ,the degree of government management , basic conditions and the cost difference. Finally, technological backwardness resulting from the equalization standard is missing, the government's role is not clear lead to the supply of public services is not in place, uneven distribution of financial resources led to the uneven capacity of public services, lack of appropriate performance evaluation feedback and accountability mechanisms several aspects analyzes problems of the equalization of basic public services in Zhejiang Province, and proposes the important to promote the equalization of basic public services of Zhejiang and the suggestion of advancing equalization of regional basic public services of Zhejiang, for establishing the system to promote equalization of regional basic public services of Zhejiang, provides a theoretical basis and decision-making.The main innovation of this article is that,it measures basic public services equalization index in the coordinated development of regional in Zhejiang Province by the integrated evaluation method, and makes time and space analysis for equalization of basic public services in the coordinated development of regional,then analysises the facts of regional basic public services of Zhejiang Province passing econometric models. However ,because of lack in sufficient time and difficulties in collecting data,the scarcity of quantitative examinations makes the deficient and shortcomings of this researeh. The disadvantage is that impacts the quantitative of this measurement and test results due to time and investigative capacity constraints, and the sensitivity and availability of data on the objective.
