Since the 20th century, the topic on climate change and carbon emissions reduction has warmed increasingly in the global, low carbon agriculture has become a one of hot focus on low carbon economy. Since 2006, In China, energy saving and emission reduction, as the important action of economic structural adjustment and economic development pattern, has made a great progress. In 2009, our country puts forward target that carbon emissions per unit of GDP will decrease 40%~45% than 2005. As the organic component of low carbon economy, low carbon agriculture is a important proposition of conforming to the times. This paper takes Jiangxi province as a case to study the quality of low carbon agricultural development. The starting point is that, under the complex international background and special circumstances, how to reduce carbon emissions of agricultural production, and reduce the agricultural energy consumption? How to improve the quality of agricultural development? To further explore and study development quality of low carbon agricultural, on the basis of the research, the author designed a set of scientific and reasonable index system to evaluate low carbon agricultural development quality, and made a analysis of data (2000-2009) by the AHP and comprehensive evaluation method in Jiangxi province. Then, the author analyzed the main influences on enhancement of the quality of low carbon agricultural development by the STIRPAT model, and look for obstacle. So it'll provide certain reference value for policy makers to evaluate low carbon agricultural development quality effectively and make develop strategies specifically. Conclusions:Firstly, In Jiangxi, low carbon agricultural development quality increased year by year, but overall level was low, and presented characteristics of stage, namely:slow down; shot up; slow rise; continue rising steadily; Secondly, the effect of per capita GDP and population is the greatest, the next is chemical fertilizer intensity and carbon intensity, thirdly energy intensity, while urbanization and agriculture mechanization have no significant effect. Thirdly, farmer's behavior and government policy, to a certain extent, hinder the development of low carbon agriculture. Finally, this study proposed suggestions and measures of low carbon agricultural development quality.
