Three decades of reform and opening up, an unprecedented vigor and vitality wasinjected into China's economy, social and economic development is very rapid, both urbanand rural areas are the main residential settlement in the event of changes. With the rapid urbanization andindustrialization, the development has created many jobs, absorbed the surplus rural labor,simultaneously the deregulation of the national household registration system create theconditions for the migrant workers in cities. Theseadverse effects are also common in Shandong Province,which is populous in China, the rapiddevelopment in industrial and agricultural and the wide plain area which Conducive to thedevelopment of hollow, making the obvious contradiction between people and land, theexploitation in land reserve resources is restricted by developed Lack of reserve resources andecological problems. In order to ease the increasingly acute contradiction between people andland, Shandong Province integrates the existing land resources gradually, timely proposes thebuilding of "Center Village"initiative.
