The paper firstly presents the background of the research and the analysis of the meaning, content and methods of this research. Then it introduces the basic theories of the selection of outsourcing service providers of construction projects. The current situation of the project management in company S, a domestic construction enterprise, is analyzed,including the analysis of industry environment,mode of operation,widespread problems,operational processes and the introduction of the current indicator system. The principles of a new indicator system and researching methods are introduced and 13 new indexes in 3 kinds of categories are recognized. The new system of evaluation methods is established based on the method of AHP. In combination with this company's specific projects as an example, the new evaluation system is verified from the beginning of the project to the end.In the finality, a summary of the system is presented and the future system proposals are provided.
