In the new era,the urban development pays more attention to the new concept of "innovation leading" and the new requirements for high quality development.As a key factor to promote the development of the city,the innovation ability of scientific and technological talents is the driving force of a new round of urban development.In2017,the contribution rate of China's scientific and technological progress reached57.5%.The achievements of scientific and technological talents' innovation ability,represented by the total amount of scientific papers and the amount of invention patents,were respectively leaping the world second and the first.The scientific and technological talents were the most active and important subject in the urban innovation activities.The research on the evaluation of the innovation ability of urban science and technology talents is to analyze the short board of urban development and the direction of the urban development and the direction of urban development.The starting point of improving the quality of urban development.At present,the research on the evaluation of innovation ability of scientific and technological talents,through the three dimensions of innovation input,innovation environment and innovation output,constructs the evaluation system of innovation ability of scientific and technological talents,and selects quantitative indicators to evaluate the innovation ability of scientific and technological talents.However,in the existing research,the selection of the evaluation index of the innovation ability of urban science and technology talents is less,which can not reflect the characteristics of the research object.The subjective methods,such as Delphi Fa and the tomographic analysis method are used most of the evaluation methods,and it is easy to cause errors.Besides,there is no corresponding theoretical basis for index selection,index relation construction and data aggregation.Therefore,based on the theory of national innovation ability,human capital value theory and system theory,this paper sets out from the connotation of innovation ability of scientific and technological talents and combines with the existing research results,constructs the evaluation index system of innovation ability of urban scienceand technology talents,including 4 first grade indexes,11 two level indexes and 24 three level indexes,so as to evaluate the innovation ability of urban scientific and technological talents.The data of the first 10 cities of 2016 GDP are selected and the entropy method and factor analysis are used to evaluate the innovation ability of urban scientific and technological talents and to further analyze the sensitive factors of the innovation ability of urban science and technology talents and the relationship with the GDP.This study draws the following conclusions:First,entropy method is reasonable in the field of urban science and technology talents innovation capability evaluation.This study compares the entropy method and factor analysis method through the data of 2015 and 2016.The correlation coefficients of the two groups are all above 0.7,and have strong consistency.Two,the evaluation system of urban scientific and technological talents' innovative capability built in this study is feasible.Based on the evaluation model of national innovation ability,the basic logic relationship of "basic elements-input elements-environmental factors-output elements" is combed and applied to the evaluation of innovation ability of urban science and technology talents.The evaluation results reflect the development situation of the innovation ability of urban scientific and technological talents.Three,innovation is a sensitive factor for the evaluation of urban scientific and technological talents' innovative ability.The innovation results are the sensitive factors for the evaluation of the innovation ability of urban science and technology talents,especially the per ca pita technical market turnover,the number of scientific and technological papers per thousand science and technology talents,and the largest number of scientific and technical personnel of the science and technology talents.Four,the development of technological innovation ability among cities is unbalanced.From the data in 2016 and 2015,Beijing,Sheen and Shanghai have great advantages to maintain the leading ability of science and technology talents.Five,there is a significant positive correlation between the innovation ability of urban science and technology talents and urban GDP.In the city development,we should pay attention to the role of innovation ability of urban science and technologytalents.Talent is the carrier and embodiment of innovation ability.As the most innovative group,the high or low innovation ability of scientific and technological talents directly affects the GDP of the city.
