In August 2013 to December, I participated in the “efficiency of Shandong Province science and technology innovation resource optimization” horizontal issues commissioned by the Shandong provincial government, this paper is written on the basis of that research.In the context of the knowledge economy era, China is facing a dynamic environment with competition of science and technology and talent. Unreasonable allocation of technology resources and low efficiency of development has become an important factor in constraining regional scientific and technological progress, to obtain sustainable competitive advantage. How to pass the input-output efficiency evaluation to explore the status and problems of technology resources development, and put forward strategies to guide the talents construction of science and technology, has become an important research topic in the academic circle.Although domestic and foreign scholars have been focusing on “the efficiency of regional science and technology talents development”conducted many theoretical exploration and empirical study, but the research methods and perspective is single.In this context, this paper takes Shandong for example and adopts the perspective of multi-level and three-dimensional to study, trying to provide a scientific basis for policy-making to achieve the goal of total human development in Shandong Provincial.Specifically, first of all, this paper reviews the relevant theoretical and empirical studies, and then basded on the panel data of 17 cities and 13 major industry in Shandong Provincial, using DEAP2.1 and EMS1.3 software launched a DEA analysis and Malmquist calculation. On this basis, using the calculation of input- output efficiency make a more intuitive LISA analysis by Geo Da software. At last, the combination of industry structure deviation and industry rating difference assess more comprehensive and profound study on development efficiency of Shandong Province science and technology talent. The major findings include:(1) Due to the different levels of economic development in different cities, the technology talents’ transfer between the three industries is lack of strong policy support and system security, resulting in imbalance of input-output, the proportions uncoordinated between talent structure and industrial structure, science talent resource efficiency is difficult to get into full display, there is still much room for improvement.(2) Because science policies are not perfect, the convergence of technology innovation environment, resulting in Shandong Provincial science and technology Talent spatial pattern of the comprehensive efficiency of input-output distribution is relatively uniform, different cities showing a certain degree of spatial aggregation and spatial correlation characteristics, but the "talent heights effect " has not yet formed.(3) Because of the resource barriers formed by inherent portal ideology, regional innovation capacity in Shandong Provincial during the study can not meet the needs of scientific and technological development and progress, science and technology talent, scientific and technology talent TFP showed some deterioration trend in fluctuation.Based on the above findings, this paper put forward the following countermeasures:(1) Strengthening science and technology team construction, optimizing the environment for technological innovation. That is to further deepen the reform of education system, vigorously develop higher education; optimizing the flow, competition, value, living environment for talent, and always adhere to the principle of talent introduction and training combine.(2) Optimizing the allocation of resources and improving the efficiency of the development of science and technology talents. Maintain the need to focus on the technical personnel distribution and dynamic balance; to reform and innovation as the driving force, to adjust the industrial structure as an opportunity, adjusting and optimizing the structure of scientific and technological talents to achieve the integration of talent supply and demand.(3) Improving the mechanism of transformation of scientific and technological achievements to strengthen the transformation of scientific research achievements. Strenthen enterprise as the main body status of transformation of scientific and technological achievements; encourage scientific research institutes innovation and creation; strengthening the cooperation and communication between colleges and enterprises to achieve "benefit-sharing, risk-sharing" cooperation mechanism.
