As an important force in the development of Chinese economy, the private economy have many loopholes,especially its human resources management and human resource allocation. Human resource Allocation as a human resources management subsystem, Through recruitment,selection of a series of activities to the scientific and standardized system,improving the quality of enterprises to achieve sustainable,enhance the vitality,enhance corporate efficiency. Competency model as an advanced tool,it help to improve staff selection,training,enhance work efficiency and other. Through the enterprise human resource allocation , the application can bring more effective matching between human and job,contribute to the common development of enterprises and employees.In this paper, competency model and its application in the enterprise human resource allocation be introduced more comprehensively. First,this paper reviews domestic and external research on the competency and human resource allocation. It summarizes the related main viewpoint and the tendency. Then,it theoretically analyzes the basic content of human resource allocation and competency,systematically recounts human resource allocation and the structure and the method of competency,and elaborates the Possibility of the integration between human resource allocation and competency. This Paper discusses the Process and the method applying competency in private enterprise human resource allocation,initially builds the basic frame for theory analysis. The Purpose of the academic research is solving the actual Problem. Using aforementioned theory and method to analyze the actual instance in K group. The next thing in this paper,at the same time feasibility of private enterprise human resource allocation based on competency is demonstrated.
