As an international universal operation mode for projects. EPC means a single engineering company undertakes on its own or cooperates with several powerful engineering companies to undertake a certain engineering project, accomplish all the processes of project engineering, procurement, construction, and commissioning, etc., and finally hand over to the Owner a project with complete production conditions. We built the current management mode for EPC and Competency Model in this thesis, by taking the EPC management project of a bar production line in Shan-dong province Guang-fu Group Co. Ltd as the research object, and elaborating on knowledge from multiple aspects of industrial engineering, project management, human factors engineering, and human resources management, etc.Firstly, by introducing the development and evolution process of domestic and overseas EPC business, at the same time, the current management mode of general contract for engineering and Competency Model were introduced. Combining the experience of participating in the EPC management project, this thesis introduces the structure of an EPC management Project Department as well as responsibilities and tasks of various relevant functional managers and introduces an advanced concept of management, i.e. Competency Model and Competency Assessment Model. By building a competency model and Competency Assessment Model of EPC project manager, one scientific and effective method for selecting the project manager was obtained. This thesis expounds on data collection through establishing talent information base and adopting extensive survey and interviews, analyzes and quantifies relevant factors of project managers and the modeling steps to establish a competency model, and analyzes the advantages and practicability of applying competency model to metallurgical engineering companies. On the other hand, this thesis selected management team for the bar production line in Shan-dong province Guang-fu Group Co. Ltd, and introduced the significant results during the process of implementation of the project, by competency model. Meanwhile, in view of the current characteristics of EPC project management in engineering consulting companies and by combining the analysis of a specific case of an EPC project of bar production line of a certain company, this thesis talks about managing an EPC project through formulating Document of Project Management Responsibility, and intensifying internal management of the Project Department through perfecting internal management system of the EPC Project Department, and keeping the inheritance and promotion of management of the decision-making program; The research results of this thesis have certain theoretical and practical value to the development of the project human resource management theory and the project practice for EPC.
