As a strategic management way to reduce cost and increase the core competitiveness of enterprises, enterprise outsourcing has been gained for our country securities industries gradually by the company. Successful implementation of human resources management outsourcing can help securities company reduce cost, get professional services, and thus securities company can get competitive advantage.First of all, this paper reviewed the related research in the field of the previous research and related theory, the existing research are reviewed briefly the three main defects. Then, on the basis of the securities industry characteristic abstraction out of the securities industry of human resources management five characteristics. Human resources management generally includes work planning, recruitment, training, pay design, performance appraisal and labor relationship management six module, this paper analyzes the securities company to conduct the activities of the actual outsourcing, sums up the different companies in the five of those who have some or all of the outsourcing behavior. Then, based on the securities company the flow of human resources management outsourcing, according to outsourcing preparation stage, selection and outsourcing providers in the implementation stage, outsourcing exit stage of the order, in the process of mining the outsourcing risk factors and possible risk events. On this basis, a securities company constructing human resources management outsourcing of the common risk measurement index system, including outsourcing preparation phase risk, contractors choice and outsourcing performance stage risk, outsourcing exit stage risk and outsourcing of external environment risk has four secondary indexes. Based on the difference of securities companies to carry out the difference of outsourcing, constructs by "recruitment outsourcing","training outsourcing","salary design outsourcing","performance assessment outsourcing risk" and "labor relationship management outsourcing" of the characteristic parameters. In order to overcome subjective weighting and objective weighting the inherent defect of existence, combining with the subjective weighting compatible matrix analysis the paper puts forward the method of entropy, based on the calculation of weight of the index. On this basis, the construction based on fuzzy analytic hierarchy process (AHP) securities enterprise human resources management outsourcing risk measurement model, scientific and reasonable. Based on the empirical study of founder securities demonstrates that the use of constructing model method, and the model test scientific rationality.This paper studies the problem that how to measure the risk during human resources management outsourcing for securities enterprise. Our result provides a scientific and reasonable risk measurement model, and can provide suggestions for senior managers of securities companies.
