Beginning in the late 1980s and early 1990s, broadbanding is popular in Europe and America and other developed countries as a compensation management model, matching the flat organizational structure, performance-oriented, competency-oriented and other management models. Its outstanding advantage is that by reducing the pay grades and widening scope of the changes to encourage their employees to pay attention to their capabilities and skills growth, while enhancing the organization to adapt to the flexibility and effectiveness of the external environment. For this reason, it is favored by many Chinese firms the moment broadbanding is introduced to China. However, there are some companies blindly following the behavior without more contemplation.They do not carefully analyze the actual situation of their enterprises and the conditions of the effective implementation of broadbanding, Merely depending on impulse and perception,theyl choose broadbanding. As a result,the use of broadbanding fails to motivate staff and improve work efficiency but to cause serious losses to the enterprises. In practice, the lessons of the failure of broadbanding application are no shortage of cases--Some state-owned enterprise spends millions of dollars inviting a consulting company to do a broadbanding reform program, but unable to do the implementation, suffering serious losses.Therefore, the establishment of evaluation index system of broadbanding applicability and doing effective evaluation are particularly important.Research on broadbanding of existing literature mainly focuses on four areas:advantages and disadvantages between broadbanding and traditional pay, practical significance of broadbanding application in the domestic,design procedure of broadbanding and its notes on the implementation,the conditions of effective implementation of broadbanding to be satisfied.However, the evaluation of broadbanding applicability is mostly considered from a qualitative point of view,but lack of systematic evaluation from a quantitative point of viewFirstly, this paper sorts out and analyzes the effective implementation conditions of broadbanding at home and abroad to determine the evaluation index system of broadbanding applicability. Then building a fuzzy comprehensive evaluation model of broadbanding applicability.Finally, applying the established evaluation model of broadbanding to the practice of H enterprise,giving quantitative references. It provides a certain reference with the broadbanding policy of domestic enterprises.This paper is divided into four chapters as follows:Chapter 1,introduction.describing the background and significance of the topic, research status at home and abroad, contents and methods of the study.Chapter2,bulding the evaluation index system of broadbanding applicability.Sorting out and analyzing the conditions of effective implementation broadbanding as the basis for selection of indicators, then determining the evaluation index system of broadbanding applicability.Chapter 3, buiding the fuzzy comprehensive evaluation model of broadbanding applicability.Firstly, the choice of evaluation methods.Then construting procedures of fuzzy comprehensive evaluation model.Chapter 4, applying fuzzy comprehensive evaluation model to H enterprise.Firstly,the profile analysis of H enterprise mainly including the organizational structure, corporate culture, Human Resource Management,Compensation Management Status. Secondly,evaluating the broadbanding applicability of H enterprise.Its main contents includes using interval AHP (IAHP) to determine the weight, calculating the fuzzy evaluation matrix,carrying out fuzzy comprehensive evaluation and the reasonable analysis of evaluation results.Finally, concluding remarks.The main innovation of this paper is to extract the evaluation index system of broadbanding applicability in line with China's enterprises by reading a lot of literature.Using the IAHP (Interval AHP) with a combination of qualitative and quantitative to determine the index weight.Then using the fuzzy comprehensive evaluation method in Fuzzy mathematics to evaluate the applicability of broadband ing.
