| A national and regional economic growth is not only stopped in pursuit of the number of expansion, high quality economic growth process should be accompanied by the unity of the quantity growth and quality enhancing. Researching into the industrial structure effect on the quality of economic growth is the development and improvement of the economic growth quality theory; especially with the current development goals of China's "sound and fast" to scientifically develop and build a harmonious society, what is more, highlights the the necessity for the study of economic growth quality. This paper uses the method of principal component analysis in statistical analysis and time series method in econometric analysis, combines empirical analysis with normative analysis method and comparative analysis method, does a qualitative and quantitative analysis on the Beijing-Tianjin-Hebei region's industrial restructuring, and compares to the quality of economic growth in their respective contributions and insufficient,which not only enriches and refines the theory of economic growth, but also provides the reference on accelerating the Beijing-Tianjin-Hebei region's industrial restructuring and improving the structure optimization degree,then offers advices on the research into quality of the national economic growth.There are five parts in this article. The first part is introduction, which focuses on the background, significance, literature review, research methods and ideas of the topics. The second part is the overview of the quality of economic growth, which uses the principal component analysis method, measures the economic growth quality of Beijing-Tianjin-Hebei region into four dimensions,which are the economic growth'structure, the economic growth's stability, the economic growth's welfare distribution, and the economic growth's resources and environment's cost,what is more, refines for 20 index from 1990 to 2009 in comprehensive measuring and testing. Changes in industrial structure and economic growth quality are closely related. The third part of the article discusses the basic information of the three major industries and the specific circumstances of the tertiary industry; analyzes problems of the dual economic structure, the comparative labor productivity, the convergence of industrial structure and the challenge of industrial gradient shift of the three major industry. The fourth part quantifies the influence of industrial structure on the quality of economic growth, which is also the core of this article. This part respectively uses two methods to determine the changes in industrial structure's impact on economic growth quality,which are contribution model of multi-sectoral structural changes to output and the Granger causality test of econometric models. The former is intends to quantify the contribution of industrial structure to economic growth quality, the later links comprehensive evaluation of the quality of GDP in the second part of the paper, intending to tap the specific indicators which affect the quality of economic growth in industrial structure. The fifth part firstly summarizes the earlier, secondly puts forward relevant policy suggestions to improve the Beijing-Tianjin-Hebei region's quality of economic growth respectively though three big industry internal structure and external policyThrough analysis, quality of economic growth of beijing is gradually improved in the past 20 years, but tianjin,and Hebei's quality of economic growth is progressively reduced, tianjin and Hebei's quality of economic growth shows upward trend in 2008 and 2009 year, whereas downward trend in Beijing. By analyzing the industrial structure of Beijing-Tianjin-Hebei region, in the aspect of the proportion in the three industry, Beijing has steadily gone into the "three two one" industry structure model, Tianjin is changing forward from "two-three-one" to "three-two-one" model, and Hebei Province should strive to develop a "two-three both" industrial model in the future. From the dual economic structure behind the industrial structure, Beijing and Tianjin two cities still hide the low efficiency of agricultural production behind the rapid development of secondary and tertiary industry, Hebei's dual economic structure has no significant relaxation. Comparing with labor productivity from the three major industry, we can also know secondary and tertiary industries have high efficiency in Beijing and Tianjing. However, two cities have low agricultural productivity and dual structure. Hebei's dual economic structure has been taken into account, the transfer of rural surplus labor force has started. From industrial structure and internal constraints of Beijing-Tianjin-Hebei region, we can see the region is lack of cooperation in industrial development plan, the industrial structure convergence restricts the smooth transfer of industrial gradient. Finally, we can see from the measure model that the industrial structure of Beijing-Tianjin-Hebei region impact on quality of economic growth level is higher than the national average in 1979-2010 years. By the the relative contribution rate of industrial structure to economic growth quality,, Beijing has higher relative contribution rate than Tianjin and Hebei in the adjustment of industrial structure optimization on the quality of economic growth. And by the quantitative analysis, in 1990-2009, the impact on the quality of Beijing's economic growth is mainly the third industry in labor productivity and dual contrast index.The impact on Tianjin is mainly the dual contrast index. The impact on Hebei is mainly the industrial index and the dual contrast coefficient.Previously, most studies only made a comprehensive discussion about the effects to the quality of the economic growth,which is just according to some of China's individual provinces or economic and never focused on one of the specific aspects. After discussing about the comprehensive effects, our important discussion turns to focus on the specific influences on the quality of the industrial structure. Meanwhile, most are based on to the entire country and typical provinces or cities of the change of industrial structure on economic growth quality effect, few relates to the region study. In this paper, we discuss in the scope of the beijing-tianjin-hebei economic zone, and refines to Beijing,Tianjin and Hebei province,which will not only explores the aspect that should learn from each other's, but can also give advice to the economic development direction,thus can provide a reference for the entire country's economic growth quality.The shortcomings of the paper is because of the difficult of the data collection, the year span of this research is not big enough. |
