Study On The Structure Of High-Tech Industry In Beijing,Tianjin And Hebei Region

High tech industry is driving the new pole of national technological innovation and economic growth,the development of high technology industry to enhance international competitiveness,promote economic restructuring and upgrading,plays a positive role in activation of economic weakness.Beijing,Tianjin and Hebei region as China's economic center in the northern region,to assume the Yangtze River Delta,Pearl River Delta,China's high-tech industry development after the third pole of the major mission.High technology industry with reasonable structure,flow and radiation of collaboration and innovation resources on regional industrial chain in Beijing Tianjin Hebei region inside the surrounding areas of innovation and development and industrial upgrading have stimulative effect,but also to promote the coordinated development of Beijing Tianjin Hebei is an important focal point.Therefore,it is of great significance to study the high-tech industrial structure,understand the current situation of the industrial structure and find the problems in the industrial structure to optimize the industrial structure and promote the development of high-tech industry.The use of high technology industry 1998-2014 years of relevant data,the development of high-tech industry in Beijing Tianjin Hebei region to sort out and analyze the internal structure and the spatial structure of the industry,points out the problems of structural and institutional structure existing in the high tech industry.Based on the research of the essence and goal of the rationalization of the high-tech industrial structure,the paper selects three entry points to evaluate the high-tech industrial structure.The first is through the industry life cycle perspective,constructs the Logistic curve equation of the growth stage of high-tech industry in Beijing Tianjin Hebei region of various industries,and then use the spatial structure of regional division index and the index of regional specialization of high-tech industry in Beijing Tianjin Hebei region were measured,to explore the reasonable regional industrial division of labor,according to this based on the data envelopment analysis(DEA)of the internal high technology industry input-output structure analysis.Research shows that:(1)in recent years,the high technology industry in Beijing Tianjin Hebei region has achieved great development and formed the electronic and communication equipment manufacturing industry as the leading industry,the rapid growth of the phannaceutical manufacturing,medical equipment and instrumentation equipment manufacturing and aerospace manufacturing is steadily rising,the development of computer and office equipment manufacturing industry slowed down pattern.The industrial structure exists:structural problems include:the gap between the development level of the industry,leading industry profit rate is low;R&D input use efficiency is not high,industrial conversion capability is insufficient;high tech enterprises in the value chain and the industrial division of the low-end links,the trade deficit is serious;the difference between the development level of high tech industry in Beijing,Tianjin and Hebei three,single industrial park mode.Institutional issues include:policy environment for high-tech industry development still needs improvement;lack of high-tech entrepreneurs with modern entrepreneurship.(2)the Beijing Tianjin Hebei region of electronic and communication equipment manufacturing industry is in the mature stage,computer and office supplies in the later growth period,the pharmaceutical industry and medical equipment and instrument manufacturing industry in the growth stage in different growth stages of industry influence on the industrial structure is not the same.(3)There is no isomorphic serious phenomenon of Beijing Tianjin Hebei high technology industry spatial structure,but with the industrial gradient Division developed regions and underdeveloped areas,namely regional industry although there is a certain degree of complementarity,but still has a strong dependence.(4)Beijing Tianjin high technology industry overall input-output unreasonable structure,low efficiency of resource allocation,the main input elements are redundant,especially the innovation inputs the utilization rate is low,the profit output deficiency is more serious.From the industry point of view,in the low utilization rate of elements of computer and office supplies mature electronic and telecommunication equipment manufacturing industry and the manufacturing industry in the later growth period,the scale of industry into decline stage,industrial development presents the weakness,the lack of serious profit.In the redundancy caused by the unreasonable internal structure of investment funds and technology growth in pharmaceutical manufacturing and medical instruments and the manufacturing industry is serious,mainly in the introduction of technology and transformation as the main means of innovation and independent innovation ability is relatively weak,the core technology industry of external dependence is still serious,more is to follow or imitate foreign transplantation technology and low-end part of the international industrial chain expansion.From the regional perspective,the two cities of Beijing and Tianjin input redundancy is mainly concentrated in the capital investment and human R&D,and the input redundancy in Hebei province is mainly in the area between the fixed assets investment,irrational allocation of resources,innovation elements in the regional flow.
