With the rapid economic development in eastern coastal areas and the governmental policy of "Optimizing job-division scheme", Midwest accelerates its industrialization and urbanization process by attracting more investments, both domestic and international. As a consequence, more job opportunities are offered in Midwest and those peasant-workers, who used to work in coastal areas, can easily find suitable jobs near their hometown. This results in a descent of total number of peasant-workers in coastal area. In this case, Company A locates in Shanghai, Songjiang District. The fluctuation of the number of peasant-workers has a significant effect on the company's daily operation and thus it is essential for Company A to stabilize its workforce, especially for the grass-roots positions.This paper aims to help Company A to solve its problem. Firstly, the cohesion of teamwork in several existing organizations is examined by interviews and surveys on the basis of team building and performance management. Secondly, improvements are suggested according to two-factor theory and Maslow's hierarchy of needs. At last, I make an exposition of the shortages of the article.This paper has practical significance on Company A's human resource management and the methodology suggested can also be applied to other companies having similar problems.
