Study On The Delimitation Of Basic Farmland In Baoji City

With the rapid development of social economy and the quick growth of the population, cultivated resources reduced gradually, the contradiction between people and land has become more prominent, so we must protect cultivated land, especially basic farmland. Scientific and reasonable delimitation of basic farmland can not only guarantee the grain production capacity, but also for maintaining social stability and ensure the ecological security. However, there is irrationality in the process of our country’s basic farmland demarcated in a way.This study taking an example of Baoji, is to research the present situation of cultivated land and basic farmland demarcated. First, based on the results of the Second Land Survey of Baoji, this study chooses five indicators: effective thickness of soil layer, soil organic matter content, irrigation assurance, terrain slope, continuous degree. By using these five indicators, we calculate the deviation degree of the percentage of basic farmland in the area of cultivated land from each district and county of Baoji, and then the information entropy of the distribution of basic farmland, we proved the unevenly basic farmland distribution of Baoji theoretically. Second, this study research the cultivated land quality of 12 districts and counties of Baoji, and delimit basic farmland from cultivated land again according to the evaluation score from high to low, so unreasonable on theory will be implemented to the specific plot. Then, we compare the present basic farmland and demarcated by this study, the results demonstrates the irrationality of Baoji’s basic farmland demarcated again, and this study offering a relative optimal demarcated number.According to the research of 12 districts and counties in Baoji, the conclusions are as follows:1. The distribution of basic farmland in Baoji is not balance, different degrees of deviation exist in the basic farmland proportion of each district and country, and the basic farmland layout needs to be optimized. High degree of deviation shows the distribution of the index is imbalance. For different evaluation index, the proportion of high quality cultivated land is low, and the degree of deviation is high, it shows that 12 districts exists the phenomenon of valuing economic development and ignore the protection of basic farmland.2. The quantity of reserved construction land at the surroundings of town areas in Baoji city is too big. Compared with present distribution of basic farmland in Baoji city, the re-demarcated basic farmland according to this study is mainly distributed around city and towns, it means that most of the high quality cultivated land is reserved for urban construction instead of being designated as basic farmland to protection. Emphasizing the construction of city, and neglecting of basic farmland protection is universal, these man-made factors has severely disrupted the basic farmland demarcating.3. According to the evaluation results of cultivated land quality, the area of cultivated land with evaluation score under 50 is 53697.04 acres, accounts for 13.97% of the total cultivated land area. These poor quality cultivated land is mainly because of terrain slope and irrigation assurance, so we should establish sloping fields transforming project to these steep slope land, and strengthen the construction of irrigation and water conservancy infrastructure to these land short of irrigation.
