China is actively building an innovation-oriented country with the globalization process of economic and technology speeding up. Therefore, improving the ability of industrial innovation will become a basic national policy. The Twelfth Five-Year Guideline indicates that our country should rely on scientific and technological progress and technological innovation in order to accelerate the transformation of economic development to accelerate building an innovative country. Besides, our country should give full play the role of the first productive technology and human resources, and take best efforts to improve the capability of country's education level and independent innovation through science and education. There are various means on industrial innovation; industry-university-research is a very effective method. The main parts of industry-university-research are universities, research institutions and enterprises. Government and technology intermediaries provide guidance and support of information technology for the cooperation of industry-university-research. Industry-university-research is a powerful weapon which promotes the technology into productive forces. Because it not only provides practical platforms about theory with practice for the students of universities and research institutions, but also solves the problem of lack of good scientific research personnel and has made tremendous contributions to our society. However, industry-university-research in China started late, and lack of successful experience, so that the sense of innovation is not strong, intellectual property disputes happened frequently.This paper is based on the triple helix, intellectual property and innovation theory, and analyzes how to employ industry-university-research to promote industrial innovation by qualitative and quantitative methods. First of all, this paper analyzes the current situation of foreign research cooperation industry-university-research based on the United States, Japan and the United Kingdom, and then takes Beijing, Shanghai and Shenzhen as an example to examine the current situation of domestic research about industry-university-research, and points out many reasons based on the empirical analysis, such as lack of comprehensive legislation, innovation and credit, weak service awareness of science and technology intermediary lower participation of small and medium-sized enterprises. Secondly, this paper chooses proportion of funds what universities and research institutions obtained from enterprises, proportion of R & D expenditure and patents as endogenous variables, and choose attitude to co-operative research and number of science and technology intermediary as exogenous variables and makes empirical analysis about the long-term dependencies between industry-university-research industrial and industrial innovation by econometric EVIEWS3.1 software. Finally, this paper proposes a lot of paths, for example, increasing investment on science and technology funds to universities and research institutes, providing incentives and encouraging small and medium-sized enterprises to join the ranks of research cooperation, giving full play to the role of intermediary network in order to supply transparency of information.
