Inland ports play an important role in national economy and social development. Lianyungang Port is one of the top ten ports in china, and also the hub port in eastern china area. Because of certain historic reasons, the main transportation means for delivery to Lianyungang port is railway and highway. However, with current aspiration for transportation means as low-carbon, environment-friendly and energy-saving at today, increasing attention has been broadly paid to the green sea-river joint transportation, which has been positively pushing forward the functionalization of Port as essential in city construction and social development. In 2009, Lianyungang city carried out the reform of administrative system. Since then, in consideration of the important role of port in city development and hard task of construction management, the City Port Management Bureau has been separated and operated independently while the supervision and management of inland ports has been taken over by City Transportation Bureau. By the historic reason as low grade of inland navigation channel of Lianyungang city, the inland port is still found small and weak with unsound system and incomplete supervision. Based on the status quo of rapid development of inland port in Lianyungang and with a view to the completion of navigation channel for port congestion release, the paper explores into the existing problems in administrative management system of inland port and provides suggestions to restructure of management system in terms of concepts, performance assessment of system construction, capital investment, service capability improvement by referring to and making researches on the construction experiences of inland port management system at home and abroad.
