Study On The Building Of Inland Port City Based On The Analysis Of The Export Trade

Regional development on the backdrop of globalization is an organic development on a "gateway city" for the regional centre. Export trade of the city is the most intuitive and basic form of expression to participate in the international economy. Because Xi'an is a city with strategic importance which connect east and west and joint north and south, the research on export trade and urban construction shows more particularly important.This paper redefined the port city based on the traditional concept, extended the scope and proposed the concept of inland port city. It supported that the city which has an independent foreign trade activities or has the ability to do foreign trade even though it is not on the national boundaries or coastal city are also inland port city. It takes Xi'an as a case to study. Used the software of Excel and SPSS, the writer get the data from sorting and classification the original and basis statistical information by visiting the Shaanxi Economic & Trade Bureau and the Customs & Excise Department. Based on collecting the data of export trade of the last 10 years, the paper detailed analysis the situation of Xi'an's export trade from the commodities structure, trade means structure and regional structure. It selected Munich, and Chengdu as a contrast target which are similar in geographic location with Xi'an to explore the existing problems of the export trade structure in Xi'an and propose specific development proposals. It delimitated the economic region which takes Xi'an as the inland port city in the northwest of China, constructed space development model of Xi'an economic region and drew the model by AutoCAD software. The study of this paper bring forward the new concept of inland port in theory which concluded the city that has an independent foreign trade activities or has an ability to do foreign trade even though it is not on the national boundaries or coastal city which elevated this kind of city to the theory research level and hope to provide for related research; in practice, it proposal specific recommendations to optimize Xi'an's export trade structure and construct the spatial structure of Xi'an economic region with a view to provide some guidance to relevant policies.The innovations of this paper are illustrated as follows:(1) Through the analysis of traditional conception of ports, integrated the context of economic globalization and domestic urban development it brought forward the conception of inland port under the globalization, which is the place that was approved by the state-set law and can practice an independent foreign trade and exchange, not only concluded coastal ports, border crossings, but also the cities has an independent foreign trade practices and the ability to do foreign trade.(2) Selected Munich of Germany and Chengdu of China as compared cases to study Xi'an export trade structure and proposed recommendations on optimizing the industry structure of export trade and construction of the space structure.(3) As the inland port city of Xi'an, the scope of their economic radiation spread along the model of "concentric circles" and established the "X" -type Spatial development model which based on the theory of "point - axis" development model in Xi'an economic region.Conclusions draw from the study can be illustrate as follows:(1) By choosing the two inland port cities Munich and Chengdu as compared cases, the study found Xi'an export trade structure has a series of questions. In the foreign trade commodity structure: tangible goods occupy a larger share, in which industrial product is the main accounting for 90 percent of total exports; labor-intensive products exports in Xi'an is the leading product; resource-intensive products are ranked the second largest category of products labor-intensive products which take the rare mineral resources and high-quality apple-based processing as main. The proportion of high value-added technology-intensive products was too light, which is harmful for upgrading of the regional product structure and regional sustainable development. In the foreign trade means structure: general trade occupied 80 percent of total trade and the processing trade developed slowly. The lower level of opening to the outside world is main reason for Xi'an: foreign trade-related services are severely lacking, the imperfect conversion processing of the role of government and enterprises is a serious obstacle to hinder foreign trade. In the foreign trade regional structure: too much trade focus on some regions which were mainly in the Netherlands, the United States, Japan and other developed countries. This structure is not benefit for the development of regional diversification of foreign trade result in instability foreign trade and vulnerable to affected by political instability.(2) To actively adjust the industrial structure upgrading of foreign export structure is a fundamental measure. The correct positioning and strengthening competitive industries is the foundation to optimize industrial structure: to support key products and speed up high-tech product exports is a necessary way to optimize the industrial structure; speed up the development of production service industry is the guarantee of optimizing the industrial structure.(3) From the port city as the starting point to discuss the urban construction in Xi'an, It proposed that the city should look at regional development and build a reasonable model of regional development to promote coordinated economic development between Xi'an and the hinterland. To research as cities-scale, Xi'an's scope of the economic radiation spread and developed along the "concentric circles" model; to research as regional-scale, it constructed "X"-type spatial structure model which taken Xi'an as the center and whose economic industrial belt along the North-South line( Yan'an - Tongchuan - Xian - Hanzhong) and East and West line( Xian - Baoji - Tianshui, Xian - Weinan - Yuncheng). And made recommendations for the coordinated development between Xi'an and the economic hinterland: rational distribution and optimization of regional space functional areas; focus on spatial integration; distinguish different regions stage of development and do reasonable regional economic planning to promote the sustainable economic development.
