The Performance Evaluation System Of County Government Procurement Research

The implementation of the government procurement law in China is only 10 years, it plays an important role on saving money in expenditure of our country, improving the efficiency in the use of financial capital and giving full play to the functions of the fiscal policies. but the county government procurement policies and regulations are not perfect, they are more lack in effective county government procurement evaluation system, therefore, it is meaningful to establish a set of effective development performance evaluation system that can promote the development of county economy at present, it can promote the reform of public finance system, strengthen supervision of purchasing and enhance government's public image. This paper tries to use the relevant theory to build a performance index system, it can provide reference for relevant departments to performance evaluation at the county level of the government procurement in the future, then apply the index system to the county government procurement of DH county. at last, we can find out problems in the county government purchasing performance and put forward measures of improving the performance of procurement at the county level.This paper is divided into five parts:the first part is the introduction. this paper introduces the research background, significance and research status at home and abroad, research methods and ideas; The second part introduces the related theory of performance evaluation of government procurement; The third part analyzes the performance evaluation of government purchasing of DH county in the present situation; In the fourth part, we construct the performance evaluation system of county government procurement by analyzing hierarchy process; in the fourth part, we apply the performance evaluation system of county government procurement to the DH and GY county; The fifth part, through the result of comparative analysis, finding out problems in the county government procurement and measures of improving purchasing performance.
