China's Government Procurement Performance Evaluation Study

With the development of public finance system, it's inevitable to promote the government procurement system. The government procurement of our country experienced the experimental stage, and along with the promulgation of , government procurement has already launched in the whole country. In recent years, its scale extend continuously, making difference in raising the performance of the public finance funds. However, the performance measurement system of government procurement has not been set up. There are lots of problems in it, such as legal system, evaluator, evaluate system not perfect. So we should make deep-in research on the theory and practice about it in order to stablish and improve the performance measurement about government procurement.This text is divided into five parts: the first part is an introduction about research background, research meaning and the domestic and international research condition. The creative place of this text lies in find the problems and methods exclusively of our government procurement performance evaluation system in order to set up a perfect one. The second part is the theories of the government procurement performance evaluation, which is divided into the government procurement theories and the results evaluation theories. The third part introduce the public expenditure performance evaluation systems in the United States, England and the Australia. With drawing lessons from the developed nations, we can establish fulfillment foundation to perfect our government procurement performance evaluation . The forth part analyzes the problems and reasons of our government procurement performance evaluation from the legal system, the implement corpus, the evaluation system to the application of the evaluation result. At last, the fifth part puts forward a perfect government procurement performence evaluation system to solve those problems, including strengthening law-making, explicit evaluation corpus, setting up evaluation system and apply the result of evaluation etc.
