Currently, users have become an indispensable source of innovation. It is a good way for enterprises to achieve faster development by fully using the innovation source of users. This paper takes users of University science and engineering laboratory as object, to explore how different incentives influence user innovation behaviors. So that enterprises can develop appropriate incentives to gain a maximize value together with custormers.Firstly, this paper reviews the literature about user innovation, life cycle theory of leadership, theory of planned behavior (TPB) and motivation theories,based on which, come up with the research ideas, hypothesis, model and corresponding indicators system.Then the indicators are improved by depth interviews. Finnaly, scenario simulation and the Questionnaire are carried out, and SPSS18.0is applied to data analysis.According to the result of data analysis, several important conclusions are drawn as follows:first of all, all of the non-economic incentives or the combination of the non-economic incentives promots user innovation behavior significantly. Secondly, users with different capacity or intention have different non-economic incentives preference, such as users of low capacity and low intention prefers power and affiliation incentive, users of low capacity and high intention prefers all the non-ceonomic incentives and their combination, and users of high capacity prefers some.Thirdly, the interaction exists between some non-economic incentives. In particular, power incentive and achievement incentive have significant negative effects. Fourth, capacity and intention vary the sensitivity of the incentives, and the sensitivity of intention is higher than the sensitivity of capacity.Based on the conclusion, recommendations and countermeasures are put forward from both the enterprise and government level. At last, the research prospects are depicted.
