Research On The Influence Between Government Science And Technology Policy And R&D Activities Of Pharmaceutical Industry

Biological medicine industry is a rising industry, and is a public program of the national interest and people's livelihood too. Because pharmaceutical Industry is one of high technology industry, the developed countries carry out the process of monitoring and evaluation to their high technology industry, including the biological medicine Industry. At the same time every country actively promotes science and technology policies based on the leading pharmaceutical industry.This paper discusses the research problem of the influence between government science and technology policy and pharmaceutical industry R&D activities. It firstly gives the literature review on the connotation of high-tech industry and its evaluation, the connotation of government science and technology policy, and enterprises'R&D activities. Secondly, this paper discusses the domestic and foreign R&D activities of pharmaceutical industry, government science and technology policy, and their guidance model. Then, this paper analyzes the influence between government science and technology policy and R&D activities of pharmaceutical enterprises from aspects of government R&D investment, policy incentives, financing guarantees, government procurement, public investment, and so on.This study suggests that:first, as one of the important parts of high-tech industry, the development of pharmaceutical industry should focuses on the guiding role of government science and technology toward industrial R&D activities, treats enterprise as the main actor in industrial R&D activities, and considers the supporting role of universities and research institutes; second, government should enhance the guidance of science and technology on pharmaceutical industrial R&D activities, from the aspects of R&D investment, financing guarantees, tax incentives, government procurement, and public investment; finally, by analyzing the R&D performance of China's pharmaceutical industry, the paper indicates that with the increase of human resources and capital investment, the country's pharmaceutical industry may become better.
