Mainly from the introduction of scientific and technological policies to promote the role of the University, the promotion of independent innovation of enterprises, the promotion of the role of talent aggregation, the promotion of local innovative economic development and the promotion of the competitiveness of urban science and technology, the performance of the five aspects of quantitative analysis, analysis of scientific and technological policies of Nanjing science and technology system reform. Finally, On the basis of DEA analysis of the performance of scientific and technological policy, and compares the evaluation of scientific and technological policies in Nanjing, and puts forward some suggestions on the scientific and technological policy evaluation and the improvement of science and technology policy in Nanjing. The conclusion is that we should strengthen the performance evaluation of scientific and technological policies, improve the implementation of the policy and vitality, and establish a brand of urban science and technology innovation policy.My aim is to test the effectiveness of the comprehensive reform of Nanjing science and technology system from a point of view. I expect it to form a positive impact on theory and practice.
