Energy conservation and emission reduction are of significance for achieving sustainable energy development in many municipalities across China. Over the past decade, great efforts (such as the replacement of coal with cleaner energy and the improvement of renewable energy utilization) have been made for adjusting its energy structure in Beijing City. Among them, energy conservation and pollutant emission reduction are effective in enhancing energy efficiency and environmental performance without causing too much disturbance on current economic development. In this study, an interval chance-constrained programming method was developed in Beijing City through considering nine scenarios based on various constraint-violation levels and emission reduction targets. The results indicated that effective strategies for energy conservation and pollutant emission reduction could be generated. They could also provide useful information for decision makers regarding the tradeoffs between energy supply and demand, and between emission reduction and economic cost. A series of optimal strategies for energy management in the city could thus be obtained under varied preferences of decision makers.
