As the national industrial province, the industrial structure of Heilongjiang province has obvious resources characteristics, especially the four pillar industries of equipment industry, energy industry, petrochemical industry and food industry. These industries have the characteristics of high-energy consumption and the serious environmental hazards, thus, industrial sustainable development need to shift urgently from the traditional leading industry to ecological leading industry in Heilongjiang province. The idea of energy conservation and emission reduction is correspond to the thought of construction of ecological provinces and advocating green leading industry, which is the strategy of implementing sustainable development objective in Heilongjiang province. Therefore, based on the specific situation of industrial energy conservation and emission reduction in Heilongjiang province, it is to establish proper measure model and quantitative analysis of efficiency and potential of energy conservation and emission reduction, and put forward the countermeasures to improve the efficiency of energy conservation and emission reduction. It is the inevitably request to solve industrial energy and environmental bottleneck restriction in Heilongjiang province.Firstly, the dissertation analyses the present situation and the main problems of industrial energy conservation and emission reduction in Heilongjiang province and defines the improvement direction to provide the basis for industrial energy saving and emission reduction efficiency evaluation in Heilongjiang province.Secondly, the dissertation expounds the basic idea, the basic model and the pollutants processing method of DEA. From the view of unexpected output, the industrial pollutants are brought in the DEA evaluation model as a kind of expected input to establish evaluation index system of industrial energy conservation and emission reduction efficiency in Heilongjiang province. On the basis of the evaluation index system, the measure result of energy conservation and emission reduction efficiency of20major industries from2006to2010in Heilongjiang province is calculated by Deap2.1software.Thirdly, the comprehensive efficiency, scale efficiency, technical efficiency, Malmquist index and the potential of energy conservation and emission reduction in Heilongjiang province are analyzed hierarchically based on above statement. The empirical research shows that the scale efficiency is the most main factor of low efficiency of industrial energy conservation and emission reduction, although the insufficient technology efficiency of energy conservation and emission reduction affected the improvement of comprehensive efficiency to some extent in Heilongjiang province.Finally, the dissertation puts forward some pertinent countermeasures and suggestions to improve the efficiency of the energy conservation and emission reduction in Heilongjiang province, it makes use of the industry organization optimization, technology innovation and improvement, economic policy motivation and effective management means to promote the development of energy conservation and emission reduction in Heilongjiang province.
