With the continuous development of economic globalization, the range food safety incidents cover is more and more widely, resulting in the economic losses is also increasing. Ensuring food quality and safety becomes an urgent need for protecting human health, improving people's living standards, and promoting the social harmony and stability. The food safety early warning system is benefit to reduce the frequency of its occurrence, and its influence to human life and property losses.In this context, the paper discusses the concept of food safety, the related food safety early warning theory and the mature system of early warning system abroad, to provide theory basis and practical experience for further study.The primary function of early warning system is to build the comprehensive evaluation system, based on the analysis of the factors influencing food security status. Based on the relevant evaluation theory and case study, this paper builds an index system with three layer for food security, using the practical data to set the weight of the index.With the indicator system, this paper designs the food security early warning system, including index management; analyze system and emergency response system three major subsystems to complete the whole warning program. The connection of the three subsystems contributes to reducing the economic and social losses caused by food safety issues.Based on all these studies, this paper launches the food security early warning system in Jiangsu province for application research with AHP, and proposes the recommendations and improvement measures for the efficient operation of the early warning system.
