Tianjin Port Bulk-and-General Cargo Company is attached to the Tianjin Port Limited, which is one of the bulk-and-general cargo handling companies that are able to provide integrated business. It mainly operates the handling business of imported and exported products, such as various general cargo,bulk cargo,large equipment,and the like, and cargo storage,transit transport. It also can handle the business,including shipping agent,freight forwarding,trade,customs clearance,logistic finance,Labor,packaging and processing,equitment rental,steel and slag sales,etc.In the fierce competition of a market economy, talent,capital,core technology and excellent enterprise culture have become the important factors of business success. As the core of enterprise talents, middle management personel plays a vital role in improving business performance, establishing the core competitive advantage and inheriting the enterprise culture and concept. Therefore, how to design a set of performance evaluation program for the middle managers to evaluate their performace accurately, which is scientific and adapts to the enterprise development needs, is a brand-new and important subject in human resource management that the enterprise is facing now.This thesis studies the middle managers performance valuation in Tianjin Port Bulk-and-General Cargo Company terminal, deeply studying the establishment programs of the performance management system. Through the analysis of performance assessment situation for the middle management of the company and questionnaires, the article identifies the company's performance appraisal status of middle management and existing problems, and analyzes the causes. For the questions in survey, based on the job analysis, through using MBO, KPI,360-degree feedback and other methods, combined with the actual business, establishment of a middle-management personnel to work as an indicator of the quantitative performance evaluation system and to work ability, work attitude qualitative evaluation and examination system of riorities. Design the key performance index, weight distribution, make the main performance appraisal,evaluation cycle and assessment process clear, the feedback of assessment result and the importance of application. Furthermore, to ensure a good running of performance appraisal system, the article put forward the corresponding supporting measures, and draw specific conclusions. For the company to improve the performance management system to further enrich the foundation.
