Performance appraisal is an important part of human resource management. It is the central part of the middle-level cadres'capacity-building in CAA. And it also has direct influence on improving the quality of cadres, developing the Civil Aviation and applying a better serve to the public. Furthermore it plays an important part in reflecting the efficient and civilized imageof the CAA on the cadres'selection. On the current situation of cadre performance appraisal system in CAA, only by building an effective cadre performance appraisal system can make the reform in the CAA more effectual, and lead cadres show better job performances.This article analyzed the existing problems in the CAA middle-level cadres' performance appraisal system generally, according to the current situation. According to the "Promotion and Recruitment of Officials Ordinance", the "Comprehensive Examination and Appraisal Measure of Leadership of Organs of Party and Government Embodying the Scientific Concept of Development Requirements (trail implementation) ", the "Civil Service Law", combining the performance appraisal of human resource management, leadership theory and other relevant theories, it brought up the method of structuring the appraisal system of the CAA middle-level cadres. This article was based on Dalian Civil Aeronautics Administration, and made in-depth analysis of the existing appraisal system, then rebuilt a new one. Based on fair, scientific, executable, and reflecting the Personnel evaluation philosophy, leadership science, in using of many methods such as 360-degree, key indicators, the article formatted a quantitative system, and then formed a performance appraisal system for CAA. To ensure the appraisal system goes on wheels, it also made a safeguard mechanism. The new appraisal system reflects the systematic, scientific, fairness, integrity, and comprehensively of the CAA cadre evaluation system, it is of great significance to improve the quality of cadres, and it also promoted a rapid development of CAA cadre's construction.
