In the Post-Financial Crisis Ear, it is more imperative than any previous ear to manage human resource scientifically for coal mine,at the same time5performance appraisal of Middle-level Management of coal mine palys an important role in coal mine’s Human Resource Management.therefore, it is necessary to study middle level manager, which as an important circle of Human Resource Management of coal mine.But in practice various middle-level manager’s performance apprisal problems come into being,which limit the effect for middle managers and performance appraisal of Middle-level Management.Therefore, to establish scientific performance indicator,to determine the performance apprisal approach and to propse performance apprisal safeguard measures for middle level management of coal mine carry an significant implication.This paper base on the research results of the middle level manager performance appraisal.According to middle level manager’s performance characteristics in the coal mine, the performance structure of middle level management as a framework to establish middle level management of coal mine performance indicator. And through field research and data collection, the feasibility of the basic framework of performance evaluation indicators for the coal mine of middle managers is verified by means of Mathematical approach. Then by means of the experience and knowledge of experts and scholars to define and explain the performance indicators, in order that the established performance indicatores can better reflect the actual situation of middle leve manager of coal mine. The approach of determing weight and performance score is separately defined in the Performance Apprisal Evaluator.Because the performance of the middle level manager has the feature which is difficult to quantify.So,Cloud Model is used to realize the qualitative indicators and their quantitative description and Entropy method is used to determin the performance indicator weight.SPSS is used to calculate membership of the performance appraisal indicator,Matlab is used to calculate the indicator weight. The CM-EM model is proposed for middle level manager of coal mine. Coal mine middle management performance evaluation model for the coal company’s middle managers is proposed,which provides a basis for performance appraisal. In the aspects of the safeguard measures, from the perspective of management ethics,a purely rational assumption that individual in the performance appraisal can behave the performance appraisal behavior with their rational is proposed based on the execution of performance appraisal.Then,the factors which is hinder the realization of this assumption in the actual performance apprisal practice is identified.And the safeguard is raised based on these factors.In the part to determine the influencing factors, the Behavioral Science’s formula is used to analyze the individual behavior which is in the prformance apprisal.then,Muti-Agent theory is used to establish a model.According to the analysising results, coal mine culture,baisc management of in coal mine and the communication in the middle-level management of coal mime performance apprisal is proposed to ensure the performance apprisal practice.The innovation of this paper is middle level managers of coal mine performance appraisal indicator system is established,and that CM-EM model and performance evaluation model is proposed.Multi-Agent model is used to analysis the middle level manager’s performance apprisal practice problem, which provides the basis for the implementaton of safaguards.Then according to the results of the analysis model the safeguard measures are proposed for middle level management performance appraisal of coal mine.
